riot should add some viable summoner cdr items

let's be honest, the only summoner cdr item is bought for it's cooldown and not the summoner cooldown.

the 10% summoner cdr is "cool" at best, it only reducec 30 sec from the flash which is not that much

"but if they add too much items, the cooldown will be too low" they can always make it a shared passive
