Akali will be fine even after this nerf. As an assassin it is not your role to be guaranteed a free kill in all circumstances that come down to 1vs1. What an assassin is actually made for is to be able to single out a mid or low health bar and destroy it. And a lot of people seem to get that mixed up. They play assassins because they believe it should be a role that grants you an effortless win in all 1v1 situations but no role should be designed so effortlessly. Akali will still be able to target a half health target in a fight, jump to the target back to back and nuke it in between and possibly even be able to jump back out. All at 0 mana cost.
On the other hand I 100% agree that if this is about assassins and no counter-play then Akali is not who should be at the top of the to-do list. There are a handful of bigger problems right now. In terms of assassins Fizz is and always will be a problem, it is a natural thing when you create huge damage with huge mobility covering your offensive half while allowing for low cooldown untargetable frames which technically counts as an amazing defence.
A lot of people underestimate the strength of a few key abilities in this game and those are...
- Untargetable Frames
- No Mana Champions
Having the ability to jump around as Fizz on a low cooldown with untargetable frames is essentially what I'd call "True Armor" the opposite of "True Damage". Where as True Damage does a specific amount of offensive damage no matter what, True Armor gives you a specific amount of defensive protection no matter what, it ignores all counter play, all skill and all build and champion strength.
Yasuo, Zed, Fizz are all stronger assassins than Akali right now. And I'm not saying they all need nerfs, I definitely don't think Zed does but I'm just pointing out that they all would need nerfs before someone like Akali does. Akali only being dominant in solo queue and all.
