Normal Draft on LAN Server gets disabled sometimes.

Due to having far better ping and a 14 day suspension on my main account on NA, I've decided to level a new account on the LAN server. It may even become my main account one day. Seriously, good ping is underrated. Anyways, I've noticed that normal draft gets disabled every night at 2 AM and enabled again at 2 PM. After exhausting every combination of phrases in Google I can think of, I failed to find any information on this whatsoever.

Does anyone know why the Normal Draft queue is only available for 12 hours a day on the LAN server?

Also, if you're wondering why I didn't ask this on the LAN forums, it's because I don't speak Spanish.
