What is the point of making sated devourer that can be obtained though farming?

Clearly, devourer is not a snowball item since it does not get that many stacks from champion kills. It is a farming item. However, many champions that use devourers are snowballing champions. For example, sword of the occult is a very strategic item on Master yi because it's a snowballing item. Also, Xin zhao is supposed to take advantage of the early game, and not farm for devourer. With exception of Warwick, most attack speed junglers, such as Nocturn, Shyvana all get decent amount of continuous dps from AD items. So, devourer is pretty much the perfect fit on Warwick only. But then, riot nerfed Warwick because devourer was too strong for him, and not getting him back even when the true dmg was nerfed. What's the point? Here's an idea. Why not give the devourer a flat amount of stats?

How about flat 40 magic dmg on hit with 50% attack speed so that only on-hit champs will carefully consider to buy it over attack dmg? Or, making it 20 ATTACK dmg with 50% attack speed, since most attack speed champions scale with AD pretty well as well? Idk about the stats so well, but do some calculations and someone should figure it out. What is the point of making them stronger into mid to late game through farming, when they can make it to have similar play style as Warrior junglers?

Because having a bunch of flat stats doesn't do much for you if you can't readily utilize them. With the exception of Xin Zhao, Devourer junglers are typically awful gankers and very often find themselves in situations where it's impossible for them to gank anything anywhere on the map. Devourer encourages farming because the champions that build it are very often forced into farming; it's really as simple as that.

almost all champions who buy Devourer buy it for the extra on-hit effects (Warwick, Yi, Vayne, Shyvana, Xin) Champions who buy Warrior are looking for armor pen and damage not attack speed since they are usually AD casters instead of autoattackers. Warrior junglers have their own playstyle for a reason, that's why theyre not homogenizing the items. Also, if you don't know about the numbers then it's probably best not to suggest number changes.
