Can someone explain why my level 27 account is playing against fucking diamonds?

Once every 2-3 games I have a diamond player on the enemy team that absolutely fucking crushes me, then talks a massive amount of shit throughout the game. Im low silver on my main account, and the people I usually play with are low silver/high bronze.

Why is this okay Riot?

pre season, people who play ranked all regular season start playing normal, if they never play normal in a season and only preseason there mmr in normals is a lot lower then there mmr in ranked. that the main reason why
