Can We Create Some Kind of Restriction Against Brand New Level 30s?

People just getting level 30 and jumping right into ranked should not be allowed. It ruins the experience for both parties. One can't win, and one can't get better.

It also helps restrict other smurfs who try to jump into ranked to stomp people way lower than their elo.
