Is there really a reason %penetration applies before flat?

It honestly would make more sense if flat pen would apply first to hit less resistances harder and % after meaning that flat would be less effective against more resistances.

This would fix one of the biggest reasons why tanks can't survive long against armor pen stacking, to be honest.
