Ryze Suggestion

I know that you guys are struggling to balance Ryze at the moment and I had an odd thought about something you could do to his kit. Instead of 30% scaling CDR on his ult, which seems to be pretty overpowering, what about shifting power into one of his core items, that would also go a long way in buffing other mages that struggle with building a ROA. What about scaling CDR being put into ROA at the cost of some stats, or an increase in price? 20% scaling (2% per stack) seems like an OK trade-off to pull some power out of Ryze's kit, while also allowing other mages cheaper item options when they build a ROA.

Back to how it would affect Ryze, instead of 10% per level, you could go 10/15/20% and still have 40% as a built in option for Ryze.

EDIT: Yes I understand that this could push ROA into a must-buy item for all mages if done wrong, but if you make it more expensive, that could extend how long it takes to stack, making it an even more late-game-focused item. While you could also pull a small amount of stats out of the already existing scaling, to balance putting a stat like CDR into the item.
