On Talon rework and what he needs to be useful/healthy

I'm mastery 7 with talon if that matters. Not high elo but whatever. So first thing to know is that talons win rate in top lane is higher than his mid lane win rate. I'll be using this as evidence as to my claims as we go. Currently slightly above 50% in top lane, and just 47.9% in mid lane

Main points:

  1. Passive does too much damage, and is too hard to proc due to movespeed
  2. Needs movespeed in kit
  3. Ult does too little damage
  4. Wall jump can behave unexpectedly

The main reason I believe his win rate in top lane is better is simply because of how much easier it is to hit melee champions with both sides of his rake, which allows him to q and proc his passive (passive = hit 3 abilities and auto to trigger the bleed damage). While it is possible to hit both sides of your rake on a ranged champion by using q to execute a minion, then rake, then q to them, the problem is getting in range to q. Any champion which is far back and has movespeed/dash in their kit (so many mid laners) can use that to get out of range of talons q, and not get hit by anything else. Since a huge portion of talons damage is on his passive, he has to hit it to win or go even in a trade.

The reason this effects his win rate so much is because if he hits is passive early in the game** you die. **You just straight up die if he has ignite. Both sides of the rake, flash in range for empowered q, thunderlords auto ignite does between 85%-100% of any champions life. Dying to this is straight up stupid (possibly confusing), as anyone who was first blood'd by talon knows. So my main problem with his passive is it is extremely high reward, but really requires a mistake from a ranges champion to go off. I think it should be more consistent and less devastating, especially at low levels. Therefor I propose to lower his passives damage and move it to his ultimate. What this does is it makes talon less of a "wtf you just 100-0 me at lv2" sort of champion, and also improves his team fight capabilities as the ult blades themselves do next to no damage as they pass through the enemy team.

Next I propose adding movespeed to his kit, but only for combat seeing as he can already jump over walls. My idea is to give talon a burst of decaying movespeed upon getting 2 stacks up on his passive, and adding this capability onto his e or the passive itself. This will reward him for hitting his abilities and give him a higher chance to pop his passive.

Finally his wall jump is basically glitched. The majority of the time you go where you expect, but it is entirely possible to wall jump and land on the same side of the wall you tried to jump over. It's quite hard to recreate, but I assure you it is not my mistake from trying to jump over a wall which is too long. This has happened to me when jumping over very thin walls, even turrets. This should be investigated as when you are fleeing and you land on the same side of the wall you obviously die as people are chasing you, which otherwise would not have happened.
