Soraka & Sivir, Pick/Ban Times and Autofill

Sivir's E is a spellshield, blocking the next incoming ability, so why, when she Es a Soraka Q, Soraka still gets healed from it? That's a little annoying to have happen when you're trying to not let her heal herself and then her ADC in lane. Is there an actual reason for it?

Is it at all possible to consider lowering the pick or ban times for champion select? A lot of people wait until the absolute last second to pick or ban, and it takes up so much unnecessary time just to get into a game. When you pair that with dodgers and the like it could potentially be as long as a game just to successfully get into a match.

What's the deal with autofill? Say you queue for bot and mid, I feel that autofill should activate if it's taking too long to FIND a match, not when you get you get your role twice in a row, have two dodgers, and then get shuffled into autofill. Clearly there were just two games where it's possible to get a preferred role, not even a secondary role, so why does autofill come into play when that happens?
