Why is Riot is encouraging boosting?

Well we all know that with the hard Mmr reset with the new season, Diamond is plat, plat is gold now and so is silver full of gold. For me it wont be such a problem to climb again. Still I cant understant why Riot want to put more money into Boosters pocket, everybody complained about people who were boosted in the previous season. In fact if one of these guy spent his money I think he would'n play ranked because it obvious that he is gonna decay. Sincerely, can you guy tell me why are they encouraging such a BS practice, or it just that Riot HEAD team are totally DC from the players, lost in outerspace thinking ahead and bringning crappy game mode (Siege). Suppose to be really strategic, no farming everybody share exp laser beam shot and crazy range turrets. Seriously guy's could'n you think of something better like working on a 1v1 and 2v2 fully fonctiable server that people love to play when you want to decompress and dont have to feel your team on your shoulder. So tell me where Im wrong and what you guys think about feel free to comment.
