AR URF: Starring Garen and Maokai

Can we just make it so every champ is available to everyone now for modes where champs are randomly selected? The ARAM changes were good, but I'd really like to play a game of URF without one of these two in it.

I realise we'll never be getting regular URF back, so if we could do something to alleviate RNG being less than random, that would be good.
