Why do we get matched with people we reported

I recently had to dodge a ranked game because a guy trolled J4 support and went to the enemy base at lvl 9 to "1v1" over and over again and basically fed. Why, in my next queue, was I matched with the same feeder even though I reported him and im sure everyone did? Why does Riot have nothing in place for this? I clearly did not enjoy my experience playing with this individual, why was I matched with him and forced to dodge to avoid another 20 min surrender with the mid having 30 kills?

It is to stop you from reporting people who just played badly, swinging the teams wildly in your favour.

There should definitely be checks against you playing with someone you have recently reported. To be safe you could also block them, I think that reduces the chance of you being matched with them. At least i haven't been rematched with anyone i have blocked.

Honestly, the only reason you shouldn't be matched with them if you reported them and they had a history of bans/chat restrictions, because many players report people for having a bad game or playing an off-meta pick instead of reporting them for toxic behavior.

Riot has done quite a bit of research on toxcicity in game play and what they found out was there really wasn't much difference between those who get mad at players for making simple mistakes or having a bad day and those that were reporting other players. They also found that for those players who have short fuses forcing them to play with those who might trigger that fuse more often was a sort of corrective punishment if you will.

So now when you report someone it creates a little list of those players and looks for them whenever you que up. It actually prioritizes forcing you to group with those you have reported in the attempt to teach patience skill and understanding.

TL;DR:

Penalty island actually exists and it places toxic players and reporting players there until they can change their ways.

You are allowed to play the game your own way. However, the Tribunal exists for such matters as this. And in extreme cases, they won't even make Tribunal, Riot will just outright ban them if they deem it a necessary action.

I've been in your shoes, where our Teemo top fed the enemy mid 30 times in 20 minutes (I honestly didn't think it was possible, but good ol' Revive ((LeeSin)) made it possible.

Unless you're willing to try and stomach another game with them so you can report them again, you'll just have to deal with the dodge penalty. Besides, what you're really focusing on isn't League Points, it's your Matchmaking Rating. So dodging an obvious flop of a game sometimes works out in your favor.
