Single frame drop every few seconds after hardware upgrade

So before hand iv played league with the same hardware for almost 5 years without every having frame drops, upgraded my GPU from AMD(forget what model, its 6years + old) to Nvidia GeForce GTX 970 and now i consistently drop what appears to be a single frame ever 4-5 seconds.Process manager shows all systems under 50%. I have more RAM then before, better MB and processor. All the upgrades changed nothing on league until i swapped out GPU. Cycled every obvious video settings in a custom game : Failed Disabled GeForce Experience : Failed Set Priority in task manager to higher then normal : Failed

The only thing that resolved my conflict was swapping back to old GPU which worked but that GPU sucks so...

I have 8k+ games and id really really like to keep rollin, i can still keep my edge but there are instances which would have gone better XD
