Poppy top help

Reading, everyone seems to like her jungle instead of top. I played her top and jungle and I kinda prefer her top though she was fun jungle (unless the buckler would go into an awkward corner and couldn't get it lol).

My issue I'm having is laning phase with her. I Runes are ad marks. Armor seals. Mr glyphs. Tried ad Quints. Health per second quints. And armor Quints. Still struggle in lane especially against someone with good wave clear. I end up being able to out bully them before first back but after that it's so hard and generally I'm forced under turret to farm there.

Anyone have any pointers or suggestions? Once laning phase ends, I'm fine. I've had great games with her (12.5.22 or something like that) before. It's surviving the laning phase and coming out in top.

I've tried getting cull first for the extra gold so I can get tanky faster. Tried cloth and pots. Long sword and pots. Nothing seems to make too much of a difference.
