Riot, what is your view on champions that doesn't see playtime?

First of all. I know different metas call for different champions. But some champs never see playtime because of how badly designed they are (Poppy,Yorick), and some because they are too weak at what they are suppose to do(Zilean, Rammus). I mean, in the last 200 games I haven't played against Rammus once. And we just had the TANK meta.

So my question is: Why is it so hard to give champions like Zilean, Galio and Rammus small buffs to be somewhat relevant to the game?

Because they are blatantly favor champions who are capable of "muh lzs plays". No joke. THey allways give priority to teh flashy mushy champions like ekko or Azir and keep the "simple" champions like poppy or galio weak for this reason.
