Touchy subject, but: You shouldn't be eligible for being demoted if your team forced a surrender.
Firstly, I want to point out that there are multiple systems in place to prevent people from climbing if the, well, "game" believes you should not climb.
There are promo games, in which you need to "prove" that you belong in the next-up division or tier. Losing these promos will set you back; you don't just get to try again. However, losing a promo again set you back even further, because the game believes less and less that you should be moving up. We've all lost promos because of afks, teammates arguing, teammates not listening (usually because they're upset), or a general severe mismatch of skill. (i.e. you're support, and top, mid, and jungle, all go hardcore negative -- what can you do beyond try to keep a positive attitude?) It's true that this can happen on both teams, but the point is, climbing is hard work, especially if you're solo queue (not duo).
The notion of completing a promo game, especially after the game thought less and less that you should be climbing (by starting you further and further back after losing promos), means you have "proved" that you do indeed belong in that tier/division -- good job. I find then, that the possibility of losing 3 games in a row because of unlucky reasons listed above, that you can be demoted whatsoever to be unfair, because you already proved that you belong there. However, I agree that demotions do have their purpose, and they are required.
HOWEVER, I feel that you should be INELIGIBLE for a demotion if your team forces a surrender on you, i.e. 4 to 1 vote yes. Why do I feel this? Because let's say, yes, it's a tough round for the team, but let's say you're doing well. You KNOW you can carry them with some good formation, cooperation, and steadily evening the odds by taking small victories and running (i.e. getting a pick, 1 kill, and immediately escaping -- don't get too confident, you're behind). You've seen it happen before. You've been in a game that started 0-10, and you've ended up winning it, because of good teamfighting and a positive attitude. But what happens when the other four are NOT as confident as you and force you to surrender? Well, if it is 4-1, yes, you'll lose, because surrendering is losing, but in doing so, you should be exempt from a demotion, because in this case, it was FULLY out of your hands. There is no counterplay to 4 surrender votes.
