Level up capsules.

I,m now level 46 just ranked up to it just now. Opened the capsule and received 4 shards of champions I already own. I have now received around 28 shards and only 4 are ones that I don't own. I mean if the cap only gives a certain amount of value why couldn't it just give me a single shard that I don't own. At this rate I would have to disenchant almost all of them to get a single high cost champ out of the store. I don't get how this is fair to higher ranked players. I have seen so many posts about how you don't gain as much BE compared to the old IP, but I don't care that much about the gain if I at least get something decent for the level up. I don't know if this has been discussed in another thread, but I would like someone to explain how this is a good thing for people who have been playing a decent amount of time.
