Rank is Unfair

Recently I have been watching, I have always 2 or 3 members in my team who are not even level 30 but playing rank. I am Level 176 and I don't find it justifiable to have someone in my team who has less experience. 3 days ago I found my support is level 9, but he is playing Rank. Due to this, oppositions take advantages and grabs free win. Don't you think your match making algorithm needs a change. Atleast filter them with the Levels even if you don't wanna do it as rank. This is so frustrating and I believe its going to have a negative impact on the players who play it seriously.
