Why Is Liandry's Torment a Must- Buy on DoT champions?

It´s not. Liandrys is heavily overrated, especially as an early buy - it´s the least cost efficient upgrade in the game actually. Most of these Champs are faar better off by just buying lots of AP, as all the Dots have insane ratios on them.
Liandry on Malzahar is greatly over rated. Brand not so much I would imagine since he does a lot of area dot damage. The same goes for Anivia except she is technically continuous. This would also apply to Annie but whether it is worth it on her is debatable.
Ap Kog'Maw can also get it because his ult can do a lot of poke with it along with his ult's low scaling making the pen fairly good. There is Zyra who can use her plants to poke which do not do a lot of quick damage but will continuously reapply it. Furthermore they are using it to poke which means it is done when current health damage would be the most useful.
For Malzahar yeah. He can not poke with it and can only apply it to one target for a decent duration. Furthermore that one target will be bursted anyways since his e is short range and Malzahar is great at tank busting.

cause they don'T understand that the %-CURRENThealth dmg is rather bad early on and even later only works well for poke or vs hp-stacking tanks.
In most cases, simply getting more ap+mpen is much better.
Getting synergiese well with dot, but bad with burst( ) and is in any situation a bad item to rush, usually u would get 
early for the pen and upgrade it as 5th or 6th item.
Each DoT tick resets the passive. It essentially adds % damage to any DoT.
Malz with and 
pretty much melts everything.
In lieu of...? Liandry's is coupled with Rylai's for awesome dps, but it really doesn't explode until you get VS with near 100% MPen.
% health scales well into late game, and the DoT nature makes it perfect for dps and wearing down the enemy, which all 3 of those examples do naturally.
That said, it's not exactly that good on all poke champions like Nid or Lux as they don't benefit from the health as much (while those 3 guys do.)
I believe it is because they have high base damages (so the flat pen is useful), have to be close to fights to use their abilities (the health), and have abilities which will refresh the Liandry's DoT (flamespitter, malefic visions, brand passive). Additionally, those three champions have CC innate in their kit which improves the DoT damage.
It shouldn't necessarily be a rush item every game, but I do like to get it relatively early (second or third item) against tanky team.
It gives alot of HP if you combine it with relais.
Then you grab hourglass and you are pretty dang hard to take down.
Sorc boots + Liandries just makes you do so much more damage with the pokes
It's not a good early buy, Haunting Guise is.
Liandry's Torment only really becomes good in the late game when tanks have lots of HP for it's passive to burn through.
Haunting Guise is often bought early on by dot champs due to the flat magpen that it grants being especially good for getting off your full damage early game.
isnt must buy on , his ap ratios are one of the highest of this game, i'm sure that if you buy an item that give more ap than will increase his damage way more than passive, that item is must buy on champions that has high base, low scaling(like 
), ap bruisers and poke supports.
