Yomuus Ghostblade Bugged?

Was in a normal game earlier and was up against a Jhin who went the armor pen. build. When I caught him walking around wards in the jg the icon was permanent giving him the increased move speed and attack speed. Oddly I asked if he was hacking and he said that mine was permanent because I was playing lucian, but I was going the crit build on him.
