Can't get roles I want in dynamic queue

My favorite lanes are top and support, I want to have a chance of getting both. However if I queue as top primary and support secondary, I get support 80-90% of the time. I want to actually play top, and have like 40-50% chance of getting support like you do if you put any other role as your secondary.
