Aghanim's Sightstone?

Let Ruby Sightstone amplify the effects of the active items of the holder. The current 10% cooldown on actives alone still isn't enough to justify upgrading it. You can nerf frost queens claim active but keep it really strong in tandem with ruby sightstone this way as well (thus preventing some abuse of the item).

Let Ruby Sightstone be the Aghanim's Scepter of active items.
