@Meddler, @Riot A Potential, Balanced Buff For Solo Lane Gragas

I just wanted to suggest a buff for AP Gragas in lane that would really help him out. The nerf to top lane Gragas that made him much less viable in a solo lane was the 70% damage to minions on his Q, making his wave clear very poor. I was just wondering if it were possible for you to increase the damage to minions without removing it entirely, maybe dealing somewhere between 80-90% damage to minions, this way he will be able to clear the minion waves a lot easier, but without being as broken as before. If you have any other balance ideas for lane Gragas in mind apart from this one, feel free to share. Do you think this is too much of a buff or too little? So Riot, would this be a viable possibility?
