I still think fizz could use a new passive.
After playing him so long I just think he feels better with a strong DoT attached to him. Mind you I'm not saying he should have his old bleed back. I hated the fact that people were abusing the tank build and causing unnecessary nerfs to him. What I am saying however is I think his passive should be converted to a scaling version of his old bleed.

It only procs when he hits an enemy with seastone tridents active and Chum the waters.

It only has scaling, no base damage. Example: every 50 AP He gains 1% on the DoT but has no base damage so you can't even use it period if you don't have AP.

In order to compensate for this the passive DoT on his W could be removed in order to fit within the "Power budget".

Finally Auto attacking a targeted debuffed by the DoT will refresh the DoT's duration but not extend it.
Why does he need a DoT? To finish people off. One of his biggest issues is not being able to kill people only to die immediately after, without any cooldowns to finish the job or escape as an entire piece of his damage is tied to his main mobility/utility tool. With a DoT ticking he could actually hold his own in a hit and run play style.
Initiate through whatever means, hit the target, then back out. DoT ticks away and finishes a target that's low enough, or, it continues to damage them while you circle around to come in for another hit and run after your CD's are back up.
This is personally what I'd like to see fizz have as a fizz main but the main point of the post is that of all of the issues with fizz's rework, one of the biggest is that they neglected his passive. Despite the passive falling under every category of what riot said they wanted to get rid of and avoid in champion design, they still decided to keep possibly one of the worst most uninteractive, un fun, down right useless passives in the game.
