The Arcane Comet Rune is in serious need of a buff

The damage it deals is straight up ass at every stage of the game

It's not early game because the base dmg is bad

It's not late game because the ratios are bad

I don't think I've ever seen it do enough dmg to be even slightly useful. It's already bad on it's own, but it's in no state to compete with the other runes.

If we don't buff it, a whole lot of poke/zone champs will be pretty boned
