Ryze's New E: is the description accurate?

Would I be correct in saying that Ryze's new E works kind of like Luden's Echo? Does is actually bounce to Ryze anymore? Is there any point of it bouncing to Ryze anymore?

Yes it bounces off of Ryze, basically you hit a main target, and it then splits to up to 6 enemies as well as Ryze if there are fewer than 6 enemies for it to split to, then back to the original target.

As far as a point, yeah it gets extra damage and a bit more MR shred on them so, pretty good IMO.

It does work like Luden's Echo. Then it reverses the process.

Realistically, it does the same number of bounces too, as the range on the bounces is so short that you can't really get it to bounce on more than four targets (at best, you would be able to bounce it on an enemy champion in a wave between a cannon minion and either the three caster minions or the three melee minions).

It does actually bounce back to Ryze if you are close enough, but it only bounces once. The bounce can travel to several targets at once though, meaning Ryze can't bounce it back and forth between himself and a target anymore than 1 time, but can still make the same mega damage return that he used to depending on whether there are enemies nearby the target or not.
