NEW PATCH SCREWED UP VEIGAR

The last patch screwed up Veigar. He was so strong, and now he is so weak ! Q is very weak (rarely hits target and range is wayyyy to short) and E is almost useless (because of delay). That last patch concerning Veigar should be undone ASAP !!!!
