Matchmaking is so bad and i need help

So i have the ever embarrassing record of 9-20 i admit that i'm not that good at this game but I'm certainly better than bronze 2. I just finished playing a game of tahm kench where i started 2/0/0 then because idk my game disconnects (without the internet disconnecting and yes I've tried everything to fix this) everything turns to shit because my mid and jg is so far behind and let my enemy top laner get back into the game then after 40 mins of losing the game ends after the ADC's brain turns off and doesnt end the game and the sup and jg int. I've tried, I've tried and I've tried for now what is 30 games and i still can barely win game with me having to hyper carry. If you look at my match history it doesnt tell the whole story so ill tell you in short. I win my lane then go to help other laners and realise they are all losing and my 3/0-2/0-1/0 lead turns into 1/3-3/10/2/6. I just cant stand not winning games i mean its the same in blind pick. i pick a champ win my lane then try to help even during the laning phase only to find out that my whole team inted. Maybe i was just born in the wrong region because i understand that there are hardly any players in oce but c'mon surely my luck isnt so bad that no matter what i do i can only win 3/10 games.
