IE Build items

Why is one of the few items that you cannot buy some part of at the start of the game? every item is so far over 500 that theres no way to get it without starting with one item and skipping finishing it to get a to start building ie. Even (which used to be this way) has an item you can afford at the start of the game. can we make build into or something and change them so it makes sence that one would build into the other cause right now gloves that turn into a cloak doesnt make sense obviously. Am I way off on this? Thoughts?

Kind of the point of IE, it's the definitive carry item. Carries are all about being so weak early they need to be carried by their team, then scale so strong late they can return the favor.

Beyond that: marksman are kind of obnoxious in LoL and have been for a while in that there early and mid-game phases are pretty strong considering there late-game is so monstrous. There early game is pretty strong just due to ranged attacks being so useful in regards to CSing and harassing effectivly, and many have pretty solid bases for mid game. Marksman also tend to be the cornerstone of any given meta, and dominated the meta quite recently in every lane save for support. I'm not sure they need any help early-on, especially with an item that's part of one of the strongest 2-item cores in IE paired with any of the attack speed crit items.
