Can you pls change Galio's ult?

With the removal of providing targeted allies damage reduction, is it possible to change Galio's ult to become castable without an ally? Since the main function of his ult that had made it so unique is gone, I was wondering why Galio's ult should continue to require a targeted ally to be cast upon. I understand that making his ultimate similar to Pantheon would make him op, but couldn't they just change the cooldown, damage, and size of it to compensate if it's a threat?

Overall I just don't know the purpose why Galio's ult still requires an ally to cast on b/c of the recent removal of dmg reduction to on ally.
