Can we pick which one we want or have it switched from AD to AP? It currently gives AD, when the whole reason someone would build it on Shen is for the AP scaling.

It is adaptive, meaning it will give you either AP or AD (not both) depending on which you have more of. You cannot choose directly, but can choose by having more of one stat or the other.
