High elo smurfs

Because they're jerks who like keeping us in elo hell.

1. i have not met a "smurf" in low elo higher than plat, so i wouldnt call them that high elo.
2. the reason they smurf is often because they cant climb anymore and they have the mentality that it is not their fault they cant climb so they smurf.

They have no shame. Intentional smurfs are the non-sympathetic rot of the liter who get a sick kick from picking on beginners. It's sad to say they're untouchable unless fighting another smurf. Unfortunately riot has voiced that smurfs are difficult to manage, and won't limit these players.

Riot also just doesn't care to try. That's why they allow smurfs to do team recruitment here on the boards without so much as a slap on the wrist.

Well generally when I'm smurfing I'm trying to get out ASAP and get to somewhere at the very least mechanically proficient so I can practice a new champ's mechanics.

I find it fun and sometimes it's for monetary gain >:)

Well it depends on cases. Huzzy (youtuber) does it once a season to show how the Climb is from Unranked to Diamond each season, but like majority of that time is spent in Gold-Diamond elo. Some people do it Cause Que times, or to play with their friends, (Not boost, just play with them so they don't fight Revenge on the enemy team) And some people do it cause They wanna see how the experience is. And others do it cause they are bad and think its not their fault so they go bully people lower to get satisfaction.
