Yasuo already wants to get 100% crit. Its just a waste of a slot considering you don't need the movespeed very often.

Shaco already gets a crit from stealth... majority of the time, you only need that movespeed to chase people down easier.

Master Yi already has insane movespeed and a dash to catch people, doesn't really need this.

This item if made primarily for the ADC's and a few outside cases like .

The only ADC's that would be hurt by this would be.
