I think it's time to change promote/Banner
Zz'rot is the item you want when you want to siege or splitpush a lane without being there. That already encroached upon Promote's niche. But it does it arguably better with more flexibility with stats that better reflect who would use the item:
Zz'rot is best placed in a hidden bush in the enemy's jungle. Thus, champions who will buy this are self-sufficient in terms of escape or tankiness. Zz'rot complements this with the resistances and minor regen.
Banner on the other hand really has to compete with Locket. Locket. The thing that is arguably the best support item in the game regardless of of team composition? Aegis is still good in most games because people don't derp and go 5 AD champions most of the time. And both Locket and Banner are really cheap upgrades for health and resistance on the user. So it makes sense to upgrade Aegis, but why would the support or tank go for Banner over Locket?
I was thinking about a way to carve a niche, and while I did come up with a potential one a few weeks ago, it was only yesterday that I realized it was definitely something that would be used.
Promote: Changed to 'Inspire' Inspire heals and buffs all non-super minions around the caster. Heals 10% max health and increases minion armor by 10 for each friendly champion near the caster. If there are five friendly champions at the time of cast, the minions are healed an additional 50% max health and receive 50 additional armor. Lasts 5 seconds. Cooldown: 120 seconds.
Zz'rot is the splitpushing/pressure item. Banner is now the 5 man siege item. Locket makes your team overall tankier for getting into fights around neutral objectives and just in general. Banner makes your presence at towers stronger. Minions are just as weak to magic damage as before however, so waveclear champions like Ziggs and Lux can push back easily. However, because this encourages 5 man pushes, the positioning pressure on waveclear mages would make every optimal use of the item very intense for both teams.
