Why is Graves still allowed to crit towers?

GP could do the same thing, but it was far tricker to do, and got removed sometime in early season 7 But why is Graves still allowed to crit towers by targetting something behind it?

Aside, from Jhin's fourth bullet, no other champion to my knowledge can crit towers
