Item Sets

I posted this in Report A Bug, but got no replies. Maybe someone here can help me out. I have created item sets for my champions and have them set to each champion and available on all maps. Yet, when I enter a game, I do not get the drop down arrow for them. I only have recommended and all items. Does anyone know how I get my items sets to work during a game?
