Evelynn starting damage

What happened to Evelynn? She used to be good, now here starting damage vs anyone else is completely gone. Level 1-6 she has no damage at all. I've tried killing several people when they are at 25 percent and they kill her. More then that they know they can, they don't even attempt to run.
