One of the main reasons damage is so high early are the runes (damage wasn't as bad in season 7 and the major change was runes+masteries change) How about runes were tied to levels? Like, at level 1 you get your 1st rune then level 2 your second and so on. I know it would need to be adjusted a lot with the amount of runes etc, but if we got the entirety of our runes at level 10 or 11 or whatever instead of AT LEVEL 1 the snowball factor would be less severe. And if we get to chose the order in which we get the runes it allows for more variations on the already existing system (also we wouldn't have to fully change the runes reforged system, maybe access to keystone with level 6 and secondary trees later?) The main problem that would be fixed is that some champions can abuse certain runes from level 1-2 while others need access to some more basic ability cdr to make the most out of it. But since the runes are the same isn't it unfair that some can abuse them more for more time ? Just a thought.
