Concept for Item Reworks
I think these following items could use a rework/ build concept. Please let me know what you think.
>Guardian's Horn
First up is the Guardian's Horn. Guardian's Horn is an item that provides great defensive capabilities for its cost. It costs 1,000 gp, provides extra Health and Health regen., and can be activated for bonus armor, magic resist, and movement speed for a short time. When enemies cast spells, the active ability's cooldown is slightly reduced.
But, the Guardian's Horn doesn't build into anything. It is built from a Ruby Crystal and Rejuvenation Bead. This Tier 2 item could use some builds.

Dragon's Horn

ITEM DETAILS
- 600 Health , + 150% Base Health Regen
Unique Passive- Immolate: Deals 15 (+.6 per Champion Level) magic damage a second to nearby enemies while in combat. Deals 100% bonus damage to monsters.
Unique Active- Dragon Cry: Reduces damage taken by 25%, and damage from Immolate is increased 100% for 3 seconds. 25 second cooldown.

Minotaur's Trumpet

ITEM DETAILS - 350 Health , + 150% Base Health Regen Unique Passive- Nearby enemy deaths reduce the cooldown of Roar of the Minotaur by 0.1 seconds. Unique Active- Roar of the Minotaur: Removes all debuffs and crowd control effects from champion, and reduces incoming damage by 15% for 3 seconds. 25 second cooldown.

>Chain Vest
Next is the Chain Vest. Chain Vest is built from Cloth Armor, and is picked up by many tank roles for the items it builds into.
But, it is generally weak. The armor per gold cost is at an even ratio with the Cloth Armor- 10 armor every 200 gp. I think the Chain Vest could use a slight rework- as it is, Chain Vest is just a means to 'consolidate' the armor buff from Cloth Armor.

Unique Passive- Thorns: Upon being hit by a basic attack, reflects magic damage back to the attacker equal to 10% of the incoming damage.

The problem with this build is incorporating it into further builds. This would generally effect how someone would obtain Thornmail- and I use Thornmail as an example because:

>Thornmail
Thornmail is a great item. It provides heavy armor, and redirects damage based on current armor as well as damage received.
However- the two effects form a paradox. With greater armor, comes less incoming damage. Now- if anyone can show me the math to represent the relationship of this paradox- I'd be thrilled. But on top of that, those whom your building Armor against are building Life Steal most of the time. And unless we throw a Rammus in Defensive Ball Curl against a Jinx going stupid HAM on him- the two effects counter each other to some degree.

- 100 Armor Unique Passive- Greater Thorns: Upon being hit by a basic attack, reflect magic damage back to the attacker equal to 50% of your bonus Armor.
