@Riot: Ranked Questions. Follow Up from a support ticket I submitted (was instructed to post here)

Basically I have two questions.

Question #1: If I go to na.op.gg I can see the ranked distribution: https://na.op.gg/statistics/tier/. Is there any reason why I and others need to go to na.op.gg to view statistics like this? Does riot not have the tools to provide it in the client, or does riot not want it in the client? I understand that in the past riot has not been very transparent about how the ranked system works for various reasons, and I'm not criticizing that, but given as how ranked is meant to be competitive, doesn't it make sense to let people see these kinds of things?

Question #2 Is the distribution of ranked players "unsupervised" or "supervised?" These are machine learning terms; what I mean by this is as follows. My supervised I mean riot has decided they want X% in bronze, Y% in Silver, Z% in gold, etc etc, and adjust how mmr and lp gains/losses work so that they can have certain percentages of players in certain tiers. Or, is it unsupervised in that riot has decided "OK mmr and lp gains will follow a certain system, and if it means that only X% of people make it to gold, or Y%, or Z%, then so be it." I'm just really curious because there were some discussions a while back I saw on reddit and other places about fairness in the ranked system. That is, some people were arguing that it was unfair that only a small number of people were diamond, others arguing that it was fair, some people suggesting that bronze/silver/gold/plat/dia should be 20% each. I just want to know what riot thinks about this and if there is an unofficial or an official position on this.
