Armor pen is too strong

I honestly think armor pen is way too strong and needs a nerf. It's almost impossible to actually tank against ad. For example, if you're having a bad time against an ap mage like Annie, leblanc etc.. all you need to make them useless is about 2 magic resist items. Whereas for AD champions like zed or vayne, you can build full armor the whole game and still get fucked in 3 shots because of broken armor penetration. Every game I try to tank i can't take against ad because all they need is a lord's dominks with 80% crit and you get 3 shotted. Last game I went full armor tank with some health with 450 armor and around 4000 health and I would get fucked by their Quinn in around 5 shots. Is there any way to actually be a tank against AD? First of all, you cannot tank vayne, because of her W. The only way to somewhat tank vayne is through regen, lifesteal, heals, shields etc. Second, everything in this game has diminishing returns. Building too much of one stat never pays off. Thats why tanky bruiser builds work a lot better than pure tanks, they have tools to fight the enemy while they tank, and not just tank till they die. Pure tanks cannot hanndle constant dps very well, however they are quite resiliant to burst.
