Knowledge Through Disintegration (Vel'Koz Changes Idea)

Since Vel'Koz changes have been announced I wanted to put forth an idea. Vel'Koz's whole theme is outlined perfectly by his selection quote "Knowledge through disintegration", however only the disintegration part is really realized in game. I've seen others ideas on this topic, but here is mine. I don't know if it's a good idea, but it's just a thought.

Every time Vel'Koz activates organic deconstruction he would get a permanent bonus to the damage that his passive does since it doesn't scale off of anything besides level. Now obviously the amount of damage you gain would be VERY tiny since you can activate his passive so easily and often. Also it could be a bonus unique to a champion since he should be specifically learning about the champion he deconstructs. For example Vel'Koz has hit the enemy Viktor three times with organic deconstruction, he now has gained 15 permanent damage to his passive when hitting Viktor with it (random numbers I don't know anything about balance).

This would reward Vel'Koz further for successfully hitting spells in succession and it makes sense that he would able to deconstruct his enemies more as he learns about them.
