Give bigger parameters for getting kills/assists

Seriously, the most frustrating thing in the game is to have someone towerdive you, or heck, just dive onto you with a teammate/teammates near and die, but then your attacker die and because you were just running for your life didn't get the kill or assist.

If I baited them hard enough under my tower or into my team, if I die or not, as long as they did damage to me and I baited them in I should get the kill, I deserve it.

Secondly, when you die in lane and your jungler comes and cleans up the guy, after about 20-ish seconds have passed, maybe even 15, it certainly seems like it, you don't get the kill. Like wtf? If I brought this guy down to 1/4 of his health then I deserve the f'ing kill, or at least an assist, why the hell am I getting squat because its been a few seconds? Maybe if he's like Garen and heals up all of the damage I dealt to him but otherwise HE DIDN'T. Give me the gold. I WANT IT. I NEED IT. GGGGGGGIIIIIIIIBBBBBBB
