Change his empowered q to a reset (much like rengar) and change the empower charging method to time as opposed to number of q's used. This time can scale down with level for example or could be a determined amount based of the ratio of AP to HP in his passive

I think the enhanced q is a large portion of the problem in his design since it gives him so much sustainability.

Furthermore it TELLS the opponent exactly how much time left vlad has on his q cooldown. This is unacceptable information for the enemy team to have.

So my suggestion will be a double wammy. Solving both the problem of too much info on q and his excessive scaling with cdr to gain multiple empowered q's pools and the survivability to ALWAYS get multiple ult heals off even when he puts himself in a bad scenario.
