Fervor stacks

What if they felt off 1 by 1 and abilities added 1 stack with no cooldown. This would allow mage champions to use it as well and reduce the time a melee or adc champion can gain stacks by 1 stack seeing as how every melee or adc champion has some form of a ability to quickly gain 2 stacks. Azir maybe ahri or talyiah would greatly benefit from fervor without the cooldown.
