So would this new item count towards Aurelion Sol's stars or no? I just found it curious because his passive doesn't count as a spell, right? I guess I'm trying to ask if this item basically makes him do 15% less damage or not.
It should apply. His stars apply spell effects (Rylai's, etc) and the item is worded as "spell or effect", so I would assume that it was worded to include anything that deals magic damage, including DFT or Thunderlord's. (Now how that applies across multiple champions would be interesting but probably not game changing.) I assume all three stars count as the same spell, but I would not find myself surprised if they counted as different spells somehow.
Also note that this item is specifically intended to be used against sustained magic damage, such as ASol puts out. Other champions in this category would be Cass, Karthus, Ryze, Corki (not technically a mage, but will be affected by this).
