@Riot Can we Give Karthus's E the same buff as Ekko Passive?

Currently on PBE, Riot just gave Ekko a buff that doubles his Passive damage against monsters. Now this will most likely make him more viable in JG, which tbh is a good thing, since Riot has mentioned they do want more AP in the jungle. That being said, I'd like to ask if we can give the same buff to Karthus's E or maybe even Q (tho Q would be less likely tho since It'd be prolly OP), to make him more viable in the Jungle as well. Something not too gamebreaking, but considering Karthus is more of the farming JG type, I'd think it'd help with being able to CS in Jungle as much as he normally does Mid or Top.
