How does the Duo/Party system work in flex q

I have some friends that are much higher elo than me in solo/ duo q and ive wanted to flex with them with the weekends i have time to play, but the game says were ineligible duo partners when our flex q ranks are closely ranked to each other. Does the flex q system take solo q rank to gauge whether or not I can play with friends?
