Tired to play promos with trolls

Always play promo series with troll, jungle vayne, ap top kalista, adc volibear etcc. is very hard winning play in low elo, i winning enough game and i got my promos ,but all the time my team trolling and i lose , yet there is no punishment for them AND they report me :(
